One way to train a good diplomat while playing a catholic faction is to sent a diplomat to the papal states. I recommend papal states because keeping a good relation with the Pope has many other benefits more than acting as a practice ground for your diplomat. At first do not put forward a deal, just gift the Pope with florins do that for a few turns provided you can meet the cost.
